Failed to load resource: net::ERR_TIMED_OUT in All browsers

I have a problem with all my web browsers, for example when i try to enter to google play, images are not showing and i get this error: Failed to load resource: net::ERR_TIMED_OUT in the developer console. I tried all suggested solutions, such as:

• Run an antivirus (avast)
• Run an anti malware (Malwarebytes)
• Clear cach and browser history (of all browsers)
• Reset internet settings

But i'm still having this problems.

Anyone knows how to fix it ?!
